KIEV – Ukraine counts on motivating Russia to work constructively within the Trilateral Contact Group and on its reciprocity – on the issue of fulfilling their commitments undertaken at the Paris Summit «Normandy four». «Today we discussed in detail with Ms Linde the state of the settlement of the armed conflict. I sincerely shared my impressions and assessments of Ukraine and Russia’s behavior regarding Russia’s behavior in the Trilateral Contact Group. He emphasized that Ukraine has fulfilled its obligations undertaken at the summit of the leaders of the Normandy format in Paris, but we do not see reciprocity on the part of Russia. We hope that the Swedish chairmanship in the OSCE will play an important role in changing this situation for the better and motivating Russia to work constructively in the TCG», – said Dmitry Kuleba on January 19 during the online broadcast of the conference.

Ann Linde noted that the settlement of the conflict in Donbass is a priority for the OSCE.

She welcomed the decrease in the number of shelling in Donbas since July 27, 2020.

According to the press service of the Ministry of Foreign Affairs, Ukraine has become the first country that Ann Linde visits as the chair of the OSCE. Ann Linde plans to visit, together with Minister Dmytro Kuleba, the joint forces operation zone in Donbass, personally get acquainted with the activities of the OSCE Special Monitoring Mission in Ukraine and the consequences of Russia’s armed aggression against Ukraine.

At the same time, «Russian newspaper» January 18 quotes the Minister of Foreign Affairs Sergey Lavrov, where he says that the responsibility for the lack of progress in the implementation of the Minsk agreements lies not only with Kiev, but also with Paris and Berlin, which cannot and do not want to influence the Ukrainian authorities.

«One can grieve for a long time about this, but the main reason is, I am convinced, in the inability or unwillingness of Berlin and Paris to force their wards in Kiev to stop undermining the Minsk agreements.», – noted the head of the Russian Foreign Ministry.

On January 12, Germany hosted a meeting of political advisers to the leaders of the participating states «Normandy format». According to the press service of the President of Ukraine, the discussion was not easy and was of a constructive nature. Consultations lasted more than six hours, advisors to leaders «Normandy four» discussed the status of implementation of the agreements reached by the leaders of Germany, France, Ukraine and Russia during the Paris summit in December 2019.

Head of the Center for Policy Studies «Doctrine» Yaroslav Bozhko notes that the OSCE mission in Donbass in the context of conflict is more like «strictly observant initiative», which «can’t stand» serious management or advisory decisions.

«The reality of the settlement of the situation in the near future – doubtful, since the conflict in Donbass began due to the aggressive mood of Russia. We see that the Foreign Ministry from time to time tries to bring good news on the situation in the east of the country, but the reality is that the negotiation formats on Donbass have de facto exhausted themselves. In the current situation, only tougher sanctions against Russia can significantly change the state of affairs, to which, in turn, the collective West is unlikely to agree», – says Yaroslav Bozhko to the correspondent of the Russian Service «Voices of America».

The current situation in Donbass, he believes, will remain in conditions of some parity – Russia will not be ready to take steps forward, and Ukraine will have nothing to yield to.

«The issue of negotiations on Donbass has come to a problem point: Moscow is demonstrating a desire to include the clauses set forth in the Minsk Protocols into Ukrainian legislation, and Kiev cannot allow this to happen.», – said Yaroslav Bozhko.
